Dear colleagues,

Please consider cosponsoring shortly-forthcoming legislation from Rep. Gaetz, called the
TREASON Resolution (“Terminating Radical Extremists for Aiding Subversive Organizations or Nations”).

The resolution is simple in nature: “it is the sense of the House that U.S. Citizens who join and aid foreign terrorist groups or transnational criminal organizations should have their citizenship swiftly and permanently revoked.”

Though the text is still being finalized, a working draft (which will be almost identical to the final product) is below. Please contact Charles Truxal (Charles.Truxal@mail.house.gov) if you’d like to be
an original cosponsor — the resolution will be introduced tomorrow (Wednesday) night.

Whereas, terrorist organizations are responsible for over 140,000 deaths since 2014; and

Whereas, the Islamic State of Iraq and Syria (ISIS) was responsible for over 4,000 deaths in 2017; and 

Whereas, ISIS has inspired or directed 411 suicide attacks in Iraq and Syria killing 2,299 people, including 876 civilians; and 

Whereas, in 2017 ISIS targeted refugee camps in Syria and Jordan and killed 178 civilians; and 

Whereas, a single ISIS car bombing killed 100 Syrian civilians in November 2017; and 

Whereas, transnational criminal organizations have subjected more than 25 million people to human trafficking, violence, and crime; and

Whereas, Omar Mateen killed 49 people at the Pulse nightclub in Orlando, Florida in 2016, pledging allegiance to ISIS; and  

Whereas, Omar Kattan left his home in Denton, Texas for Syria in 2013 to join ISIS as a “suicide fighter”; and

Whereas, ISIS recruits suicide bombers by issuing them special “passports to paradise”; and   

Whereas, Hanad Abdullahi Mohallim left his community in Minneapolis, Minnesota to join ISIS, actively recruiting his fellow Somali-Americans
in Minneapolis; and 

Whereas, Sari Abdellah Al-Kambudi contacted ISIS through Twitter and joined ISIS in Syria in 2014; and

Whereas, Abu al-Umarayn brutally beheaded American aid worker, Peter Kassig in 2014; and 

Whereas, Alberto Renteria grew up in Gilroy, California and left to join ISIS at Tel Abyad in Syria in 2014; and 

Whereas, Hoda Muthana told her family she was attending the University of Alabama at Birmingham, but instead traveled to Syria to join ISIS, where she incited violence
and praised terrorist attacks in France, calling Americans who did not join ISIS ‘cowards’; and

Whereas, Muhammad Saifuddin aided the brutal beheading of 3 foreign prisoners in Syria in 2016; and 

Whereas, in 2015 ISIS captured and filmed the horrifying beheading of 21 Coptic Christians; and 

Whereas, in January, an ISIS suicide bomber killed four America soldiers in Syria, 

NOW, therefore, 

BE IT RESOLVED that it is the sense of the House of Representatives that —

U.S. Citizens who join and aid foreign terrorist groups or transnational criminal organizations should have their citizenship swiftly and permanently revoked.
