Fix the Dysfunction in Congress

Dear Colleague:

The American public has signaled time and time again that it is frustrated with Washington. For far too long, Congress has failed to fund the federal government in a responsible, long-term manner, and I have consistently argued that Congress should return
to doing business on time by ending the current cycle of crisis management with stop-gap budget measures.

The recent partial shutdown means that now, more than ever, it is absolutely critical that Congress get back to passing a budget and appropriations bills on time. There are serious consequences to this crisis budgeting. Even when Congress manages to avoid
a shutdown and pass stop-gap continuing resolutions (CRs), the American people suffer. Under a CR, all spending remains the same; our military and federal agencies can’t fund new programs, cut outdated ones, or plan for the future.

That is why I reintroduced three bills that will get Congress back on track: the

No Budget No Pay Act
the Stay on Schedule Resolution
, and
the Inaction Has Consequences Act
. These pieces of legislation are part of an ongoing effort to enact truly meaningful reforms that will increase accountability in congressional operations. The No Budget, No Pay Act, would prohibit members of the House
or Senate from receiving pay if their respective chamber has not passed a concurrent resolution on the FY 2020 budget by April 15, 2019. The Stay on Schedule Resolution would not allow the House to adjourn for August recess until it has passed all 12 appropriations
bills. Finally, the Inaction Has Consequences Act says that if members of Congress do not complete appropriations bills by the end of the fiscal year, they will not receive a paycheck.

These are simple, common sense initiatives that will allow members to show their constituents that they are serious about getting the job done here in Washington. The business of the nation must be done in a timely, responsible and transparent manner, and
we owe it to the people we represent to take our constitutional duties seriously.
