Dear Colleague,

For decades, presidents and presidential candidates have voluntarily disclosed their tax returns to the public but this bipartisan practice has never been required by law. We invite you to cosponsor H.R. 273, the
Presidential Tax Transparency Act which writes this important disclosure tradition into law by requiring sitting presidents to disclose their tax returns annually and requiring presidential nominees of major parties to disclose their returns within
15 days of receiving their party’s nomination. The Presidential Tax Transparency Act was first introduced in 2016 and reintroduced in the 115th Congress with 175 bipartisan cosponsors.

Those who seek or hold the highest office in the land should be open and transparent with the American people because tax returns contain vital information such as whether the president or candidate paid any taxes; what they own; what they’ve borrowed; whether
they’ve made charitable donations; whether they’ve taken advantage of tax loopholes or offshore tax shelters; and whether they have foreign bank accounts.

Last year, a stunning New York Times investigative report revealed that President Trump received the equivalent of $413 million from his father but avoided paying millions of dollars in taxes through complex financial arrangements and questionable
tax loopholes which experts say could constitute tax fraud. In light of these revelations, it’s more important than ever that the President release his tax returns and to ensure future presidents do the same.

For more information or to add your name as a cosponsor, you can contact Eric Henshall of Rep. Eshoo’s staff at
eric.henshall@mail.house.gov or 225-8104.

Most gratefully,

Anna G. Eshoo                                   Bill Pascrell
