H.R. 618 would establish the Office of Critical Technologies and Security within the Executive Office of the President. This bill is a companion to legislation introduced in the U.S. Senate by Senators Mark Warner (D-VA) and Marco Rubio (R-FL).


This bipartisan legislation seeks to counter the threat posed by China and others who try to export critical emerging technologies from the United States to the detriment of our national security. Currently, our government lacks a central coordinator and
authority on combating state-directed technology transfer. We believe the creation of this new office will heavily improve coordination and public discourse and effectuate a more coherent whole-of-government response.


The current inter-agency group with responsibility over combating state-directed technology transfer consists of the National Security Council, National Economic Council and the Office of Science and Technology Policy. These organizations are unable to effectively
coordinate in this space, and their competing priorities can confuse our industry partners. The U.S. government must confront these challenges with one consistent voice to send a clear message to our adversaries and the world that we will prioritize the security
of our investments, innovations and intellectual property.
