Dear Colleague,

As we begin the 116th Congress, one of Democrats’ highest priorities is ensuring that we do not lose more lives to unnecessary gun violence.  Over the last few years, our country has lived through the deadliest mass shootings in American history.  On a national
scale, the sheer magnitude of gun violence is staggering. 96 Americans are killed with guns every day and hundreds more are shot and injured.  Congress has a responsibility to take immediate and meaningful steps to enact life-saving gun violence prevention
measures. That is why I will be introducing a package of bills reflecting a multi-faceted strategy to keep guns and dangerous devices out of the hands of the individuals who should not have them.  I hope you will join me in supporting common sense measures
to keep our constituents safe.  The bills I will be introducing in coming weeks include:

  • Assault Weapons Ban (H.R. 5087 in the 115th Congress) – Bans the sale, transfer, production, and importation of all semi-automatic rifles and pistols that can accept a detachable magazine and have at least one military feature.
  • Automatic Gunfire Prevention Act (H.R. 3947 in the 115th Congress) – Prohibits possession, manufacture, shipment, or transport of a trigger crank, a bump-fire stock, or any device that is designed or functions to accelerate the
rate of fire of a semiautomatic rifle but not convert the semiautomatic rifle into a machinegun.
  • Untraceable Firearms Act (H.R. 6643 in the 115th Congress) – Prohibits the manufacture or possession of plastic 3-D guns that would be undetectable by traditional security measures like metal detectors and “ghost guns” that are
untraceable because they are assembled with parts that do not have a serial number.
  • Unlawful Gun Buyer Alert Act (H.R. 4343 in the 115th Congress) – Requires notice to the local FBI field office and state/local law enforcement agencies when a firearm is transferred to a person who is subsequently determined
to be prohibited from receiving or possessing a firearm.
  • Disarm Hate Act (H.R. 2841 in the 115th Congress) – Prohibits possession, shipment, or transport of a firearm by an individual, who has been convicted of a misdemeanor hate crime.
  • End Purchase of Firearms by Dangerous Individuals Act (H.R. 4344 in the 115th Congress) – Requires states to establish reporting system for mental health professionals concerning individuals (1) who are committed to a mental
institution on a voluntary basis, or who are temporarily committed or held on an involuntary basis, and who are determined to be a danger to themselves or others; or (2) who communicates to a mental health professional a serious threat of violence against
another individual who is reasonably identifiable.

If you have any questions or would like to become a cosponsor of the any or all of the listed bills, please contact Renuka Nagaraj (Renuka.Nagaraj@mail.house.gov; x65230).

Sincerely,

David N. Cicilline
