I write to invite you to become an original co-sponsor of the Concussion Awareness and Education Act, a bill that would provide for the systematic research, surveillance, and dissemination of information regarding concussions, as well as
raise awareness of the long-term effects surrounding concussive injuries. This bill was previously introduced in the 115th Congress as H.R. 2360 with 32 bipartisan cosponsors.
According to a 2013 report issued by the Institute of Medicine and National Research Council of the National Academies entitled, “Sports-Related Concussions in Youth, Improving the Science, Changing the Culture,” each year in the United States, there are
approximately 1.6 to 3.8 million sports- and recreation- related brain and concussive injuries in youth. Yet, currently there is no comprehensive system for acquiring accurate data on the incidence, treatment, and prevention of sports- and recreation-related
concussions. This legislation would not only improve education, research, and access to information about concussions, but it would also help establish a more comprehensive system for acquiring accurate data, making it easier to identify rates of concussions
across subpopulations of individuals and disseminate best practice protocols.
The bill would direct the Secretary of Health and Human Services (HHS) to conduct comprehensive research on the treatment, surveillance, and prevention of concussion injuries. This legislation would also establish the Concussion Research Commission to identify
and formulate systemic recommendations to address key components of concussion research, awareness, education, treatment and prevention.
