BECOME AN ORIGINAL CO-SPONSOR: Sunset the overly broad 2001 Authorization for the Use of Military Force (AUMF)

Dear Colleague:

Please join me in becoming an original co-sponsor of my bi-partisan bill to sunset the
2001 Authorization for Use of Military Force (AUMF). As you know, the 2001 AUMF opened the door for any president to wage endless war without a Congressional debate or vote. As the lone Member of Congress to vote against this authorization,
I feared it would be used as a blank check for perpetual war.  

Sadly, in the last 17 years, we have seen this blank check used now by three presidents. If this AUMF stays on the books, any President will be able to use this black check at any cost. In 2018, the Congressional Research Service (CRS) issued a report showing
this authorization continues to be a blank check for war and has been used 41 times in 19 different countries to wage war with little or no Congressional oversight since it was enacted. These include operations at Guantanamo Bay, warrantless wiretapping, and
recent military action in Syria, Somalia, and Yemen.

In 2017, my amendment to sunset the 2001 AUMF after 8 months of enactment passed the Department of Defense Appropriations Committee in an overwhelming bipartisan vote. Unfortunately, the amendment was undemocratically and unilaterally stripped from by the
bill by Republican leadership without a vote or debate. By refusing to reinstate my amendment, Republicans on the House Rules Committee showed a lack of respect for the committee process and an unwillingness to hold this important debate.

But we can change this wrong by cosponsoring my bill to ensure that the overly broad and out dated AUMF is off the books. As our brave servicemen and women are deployed around the world in combat zones, Congress is missing in action when it comes to our
Constitutional duty. We must do our job and debate matters of war and peace. I urge you to stand up for the Constitution and to insist that Congress muster the courage
to sunset the outdated and overly broad 2001 AUMF by co-sponsoring my important bill.
