Dear Colleague,

I invite you to cosponsor H.R. 7070, bipartisan legislation to prohibit all military sales and aid to the government of Saudi Arabia unless the Secretary of State determines that the Saudi regime did not order or direct the disappearance, imprisonment, or
death of Saudi journalist and U.S. resident Jamal Khashoggi.

The evidence continues to mount that the Saudi government was responsible for the disappearance of Mr. Khashoggi (https://www.nytimes.com/2018/10/16/world/middleeast/khashoggi-saudi-prince.html?emc=edit_th_181017&nl=todaysheadlines&nlid=371577161017).
What we do know is that Mr. Khashoggi walked into the Saudi Consulate and he did not leave. The American people deserve to know the facts, and they deserve to know that the U.S. government will not bankroll any regime that engages in such a despicable human
rights violation. If Mr. Khashoggi was indeed murdered by the Saudi Government or its agents and instrumentalities, it would be a brazen and alarming violation of international norms to which Congress must respond.  H.R. 7070 increases the pressure and the
leverage for a full report on the facts surrounding Mr. Khashoggi’s disappearance and assumed death, and stops U.S. military aid and arms sales to the Saudi Kingdom unless it can be certified that the Saudis were not involved in his disappearance, imprisonment
or death.

I would also like to bring to your attention the Wednesday, October 17th editorials of the Washington Post and New York Times, outlining the mounting evidence against the Saudi government:  https://www.nytimes.com/2018/10/16/opinion/saudi-arabia-jamal-khashoggi-pompeo.html?emc=edit_th_181017&nl=todaysheadlines&nlid=371577161017
and

To become a cosponsor, or if you need additional information, please contact Cindy Buhl at

Sincerely,

James P. McGovern

Member of Congress

PS: (Please note that I am also preparing to introduce stronger bipartisan legislation should reports clearly indicate that the Saudi Government is responsible for Khashoggi’s disappearance and murder.)
