Dear Colleague:

I want to bring your attention to an opportunity to learn about the ramifications of West Bank annexation. On
Wednesday, October 3, 2018 at 1:00PM in
room 421 of the Cannon House Office Building,
three top Israeli experts will participate in a panel discussion briefing to discuss the results of a recent study that was carried out by the Commanders for Israel’s Security.

The study examined the costs of the different annexation scenarios being contemplated by members of the Israeli government. It specifically focused on two clusters of scenarios — a partial annexation (i.e. Area C) and a comprehensive one, only to conclude
that the collapse of security coordination due to the former is bound to lead to the latter. The speakers have served at high levels within the Israeli security and foreign policy establishments. More details about the briefing are as follows:

    • Opening remarks by Congresswoman Jackie Speier (CA-14)
    • Panel briefing discussion with the following speakers:
      • Major General (Res.) Avi Mizrahi served as the head of IDF Central Command from 2009 to 2012. General Mizrahi was drafted into the IDF in 1975, where he joined Sayeret Golani and later became brigade commander of the Israeli Armored Corps.
        Today, he is one of over 270 generals that make up Commanders for Israel’s Security (CIS), a network of retired generals of the IDF, Shin Bet, Mossad and police forces who have mobilized in support of an Israeli initiative to improve security and preserve
        the opportunity of a future two-state solution.
      • Col. (Ret.) Shaul Arieli, a Senior Advisor at the Economic Cooperation Foundation (ECF) and member of the Steering Committee of Commanders for Israel’s Security (CIS), researches the Israeli-Palestinian conflict and peace process from all
        of its sides. A leading expert on the border layout and security fence, he previously served as commander of the northern division in Gaza, vice-secretary for military affairs at the Ministry of Defense and Prime-Ministers office, and head of the negotiations
        directorate under four Prime ministers: Yitzhak Rabin, Shimon Peres, Benjamin Netanyahu and Ehud Barak. Currently, he is a lecturer at the Interdisciplinary Center in Herzliya, Hebrew University and Tel Aviv-Jaffa Academic Center. Arieli has an MA from the
        Recanatti School for Business at the Tel Aviv University and a PhD from the University of Haifa’s Department of Political Geography. He has published five books about the conflict and five collections of articles published in various outlets. His current research
        focuses on the security and economic risks of West Bank annexation for an upcoming CIS report.
      • Dr. Nimrod Novik is the Israel Policy Forum’s Israel Fellow. The former Senior Advisor on foreign policy to the late Shimon Peres, Novik is currently a Senior Associate at at the Economic Cooperation Foundation (ECF) and is a member of
        the Executive Committee of the Commanders for Israel’s Security (CIS). Concurrently, until 2011, he served as a Senior Vice President of the Merhav Group, where he was responsible for Middle East projects, including the $1.3 billion MIDOR petroleum refinery
        in Egypt. In addition to Israeli security and political circles, Novik maintains close contacts with the Egyptian intelligence community, Jordanian security establishment, Palestinian political leadership and Saudi security experts, as well as with senior
        U.S., European, UN and other relevant officials dealing with Middle East policy.
