House Liberty Caucus statement on conference report for H.R. 6157, Department of Defense and Labor, Health and Human Services, and Education, and Continuing Appropriations Act for Fiscal Year 2019

The House Liberty Caucus urges opposition to the conference report for
H.R. 6157, Department of Defense and Labor, Health and Human Services, and Education Appropriations Act for Fiscal Year 2019, and Continuing Appropriations Act for Fiscal Year 2019. This appropriations package increases spending, continues the House’s failure
to follow regular order, and puts us at risk for another unnecessary lapse in appropriations.
Despite statements from leadership heralding a return to regular order, this conference report concludes yet another appropriations cycle in which Congress has failed to debate, amend, vote on, and conference the twelve appropriations bills before the end
of the fiscal year. This conference report departs even further from regular order by tacking on Labor-HHS appropriations—which the House has not actually considered—and continuing appropriations to punt most of the appropriations bills until December 7, needlessly
teeing up yet another spending showdown at the end of the year.
H.R. 6157 also increases spending over fiscal year 2018, combining two of the largest appropriations bills for a total of over $850 billion. With trillion-dollar deficits looming and over $21 trillion in federal debt, Congress and the president desperately
need to get serious about debating our spending policies and balancing the budget. Americans entrust Congress with the power and responsibility to make these difficult decisions, and this bill is yet another abdication of that responsibility.
