We write to invite you to join the growing, bipartisan and bicameral Friends of a Free, Stable and Democratic Syria Caucus. Established in May 2017, the caucus now boasts 50 Members of Congress, and is now welcoming Senators to join.

Congress’ role in drawing attention to the tragedy in Syria is now more crucial than ever.  Since the beginning of the Syrian conflict in 2011, Members of Congress have individually expressed their views regarding the tragedy unfolding in the Middle East
and the spillover effect to neighboring countries and Europe.  Realizing the need for a forum for our collective voices, we formed the Friends of a Free, Stable, and Democratic Syria Caucus.

The numbers are daunting.  Over 500,000 Syrians, including more than 50,000 children, have been killed in this war by the regime of the brutal dictator, Bashar al-Assad.  Assad and his forces, along with his Russian and Iranian backers, have continued to
deliberately target medical facilities, schools, residential areas, and community gathering places and markets to reach his goal.  To inflict the most damage possible on the Syrian population, the Assad regime continues to employ ruthless tactics on civilians,
including the continued use of chemical weapons such as chlorine gas and sulfur mustard.

Earlier this year, Bashar al-Assad issued Law No. 10 which requires homeowners to prove any claim to property that was damaged or destroyed within 30 days, or lose it to the government.  This clearly violates international law, and cruelly squashes dreams
of any Syrian refugee who hopes to return home.  The regime is granting citizenship and properties to non-Syrians based on sectarian considerations.

We created this caucus as a forum to educate members and staff on the conflict, allow for candid discussion, and devise strategies to bring a stable and democratic peace to Syria.  This caucus engages with experts and key officials to advance national and
international efforts for transitional justice and accountability in Syria and uphold the rights of the Syrian people to live in peace, with freedom, security, and stability.
