Dear Colleague:

Please join me in cosponsoring the Developing the National Security Workforce Act of 2018.  This legislation will help ensure those contracting with the Department of Defense are also working to develop and train our nation’s workforce.

The Department of Defense (DoD) uses contractors to support the world’s best military, procuring goods and services ranging from food and operational support to weapons systems.  In FY2017 alone, DoD obligated $320 billion on federal contracts, equal to
8% of all federal spending.[1]  There are multiple benefits for DoD in using contractors – providing expertise in specialized fields; increasing surge capability; and creating cost savings by providing flexible terms for services. 

Given how much the federal government spends on defense contracts, we need to ensure those same contractors are investing in developing our workforce.  This legislation would require the Secretary of Defense to consider the existence of qualified training
programs of contractors in the award of defense contracts of $25 million or more.  A “qualified training program” is one that is:

  • eligible to receive funding under the Workforce Innovation Opportunity Act (WIOA)
  • eligible to receive funding under the Carl D. Perkins Career and Technical Education Act 
  • registered with the Department of Labor under the National Apprenticeship Act, or
  • any other federal program identified to be a qualified training program by the Secretary of Defense.  

The bill also directs the Defense Secretary to develop incentives for contractors to develop the workforce.

This legislation is a first step in boosting accountability and ensuring those that do business with the DoD are also identifying and acting on ways to develop our workforce.  If you have any questions or would like to cosponsor, please contact Sapna Sharma
