As a current member of the Congressional Caucus on U.S.-Turkey Relations and Turkish Americans, I invite you support and co-sponsor H.Res.951, expressing concern with respect to the Government of Turkey’s anticipated purchase of Russian S-400 surface-to-air
missile batteries, and for other purposes. With several challenges with Turkey ongoing, now is the time for Congress to highlight our past and current relationship with the potential for improved relations and express direct and specific concern about this
weapons system and its effect towards North Atlantic Treaty Organization (NATO) weapons system interoperability.
H.Res.951 highlights and underscores the significant contributions Turkey has made towards furthering the NATO alliance to include their support during the Korean War and the Global War on Terrorism. This simple resolution also identifies the enormous refugee
challenge Turkey faces. However, in contrast, 951 identifies the ongoing challenges between NATO and the Russian Federation since Russia’s aggression in Eastern Ukraine and Crimea in 2014. Fundamentally, this resolution expresses concern that Turkey’s intent
to buy Russian S-400 surface-to-air missile systems conflict with NATO systems and prevent interoperability.
