H.R. 1986 establishes in the Transportation Security Administration (TSA) of the Department of Homeland Security an Office of the Ombudsman to assist TSA employees who have complaints about TSA, including publicizing a toll-free telephone number to report
such complaints. The Ombudsman must ensure that each TSA region has a regional ombudsman. A strong and effective Ombudsman will help to improve morale at this critical agency tasked with protecting the Nation’s transportation systems.
Maintaining a stable, mature, and experienced workforce is the most effective tool for the TSA to meet its aviation security mission. However, TSA has struggled to hire, train, and retain a skilled workforce, as reflected by high voluntary attrition rates.
Today, the main mechanism by which the approximately 47,000 Transportation Security Officers (TSOs) express their concerns about how the agency operates is by filing formal complaints. As a result, formal complaint rates are higher at TSA than other Federal
agencies of comparable size. A proven approach to fostering better resolutions of employee concerns throughout the Federal government has been through the ombudsman system.
