Dear Colleague,

Last September, I introduced the ‘Protecting Against Tyranny and Responsible Imports Act (PATRIA)
of 2017 (H.R.3673).’
 The PATRIA Act would impose a ban on the importation of petroleum and refined petroleum products from the Bolivarian Republic of Venezuela.  Recently, Venezuelan President, Nicolas Maduro, was reelected by a sham electoral
process which was nothing more than a farce and a media show.  America and countries that respect democracy should not recognize this result, which is why I am calling on you to cosponsor the PATRIA Act.

If enacted, the ‘PATRIA Act’ will have an estimated $10 billion impact in lost income to the Venezuelan government. The loss of these revenues will deny the authoritarian Maduro government the resources necessary to pay for the regime’s security forces that
have been violently and systematically oppressing the street protests and prolonging a humanitarian crisis. 

To ensure Democracy is restored to Venezuela, the oil ban that my legislation calls for will only be lifted when Venezuela reinstates the democratically-elected National Assembly of 2015.  Restoring the National Assembly is a necessary step in providing
Venezuela with a democratically-elected legislative body to promote human rights and restore the rule of law.

I am pleased that the Administration signed an
Executive Order
in light of the recent activities of the Maduro regime that includes “endemic economic mismanagement and public corruption at the expense of the Venezuelan people and their prosperity…attempts to undermine democratic order by holding snap
elections that are neither free nor fair, and the regime’s responsibility for the deepening humanitarian and public health crisis in Venezuela.”  Although this is an important step, I believe Congress must pass the PATRIA act which will have a significant
impact on the Maduro regime.

We must take stronger action to reinstate the National Assembly.  My legislation to enact a ban on the importation of petroleum and refined petroleum products from the Bolivarian Republic of Venezuela is that stronger action.  By implementing the strongest
of sanctions against the authoritarian Maduro government, I believe we can to stop the country from sliding into a Cuban-style dictatorship.
