I invite you to become a co-sponsor of H. R. 53, CATCH Traffickers Act of 2017, which directs the Department of Homeland Security to establish and maintain a national database for human trafficking investigations. H.R. 53 requires a federal,
state, and local law enforcement agency that conducts a human trafficking investigation to enter information into the database. The Department of Justice must reduce by 20% the allocation of funds under the Edward Byrne Memorial Justice Assistance Grant program
for a state or local government that fails to comply.
Human trafficking is a hard to spot crime that can occur in plain sight while leaving no community safe. Enslavement describes trafficking briefly and compactly. With human trafficking being the world’s second fastest increasing crime, it is imperative to
combat this issue. Not only is the United States of America one of the top destinations for traffickers, but numerous American citizens are at risk of becoming trafficking victims as well. H.R. 53 will create a database that will help federal, state, or local
law enforcement spot trafficking methods before they take place.
It is essential for the Secretary of Homeland Security to develop a database that shall serve as a central location for information regarding investigations. H.R. 53 does precisely this by directing DHS to establish and maintain a national database for human
