For every 1,000 live births in the United States, nearly six babies will not live to see their first birthday. According to the CDC, one in 10 babies is born premature, the leading cause of infant death. Please join us as a cosponsor of H.R. 3842, the Healthy
Start Reauthorization Act of 2017, to bring an end to these tragedies and the community health disparities that contribute to them. The long-term medical and social services associated with premature and low-birthweight babies cost American taxpayers $26.2
billion per year, with first-year expenses for the smallest babies averaging $273,900. These exorbitant health care costs are borne not only by families, but also by businesses. Employers pay 12 times more, or $12 billion annually, in billed health insurance
costs for babies born with complications than for those born without. For more than 25 years, the Healthy Start for Infants Program has been on the front line of the fight against infant mortality. Healthy Start takes a community-based approach to the early
delivery of services to women and families before, during, and after pregnancy. In partnership with community organizations, universities, and local health departments, Healthy Start uses proven strategies to reduce rates of preterm birth, low birthweight,
birth defects, maternal complications, prenatal opioid exposure, neonatal abstinence syndrome, and sleep-related deaths. Infant mortality rates in Healthy Start programs are lower than the national average. The Healthy Start Reauthorization Act preserves and
builds upon the success of this time-tested program by reauthorizing appropriations for five years at an annual funding level of $120 million. At a time when the need in our communities is so great, we must do all we can to give every child, in every community,
