Rail is an essential component of our nation’s multimodal freight network that contributes billions to our economy. But when it comes to investing in our rail infrastructure, we have fallen behind. The Consolidated Rail Infrastructure and Safety Improvements
Program is a step in the right direction and will provide much needed funding to a variety of stakeholders seeking to reduce congestion, upgrade rail infrastructure, increase safety, and improve service and freight movement.

We write to you today to urge you to support investment in rail infrastructure and safety in the FY2019 Transportation, Housing and Urban Development (THUD) appropriations bill by fully funding the Consolidated Rail Infrastructure and Safety Improvements
program to the amount authorized by the FAST Act. Rail is an essential part of the multimodal freight network that complements barge, ship, and truck traffic while supporting the growth of our export network and helping commuters get to work. Moreover,
it is a critical part of our districts all 7 Class I railroads and thousands of miles of short line railroads weaving through the area. As such, we urge you to fully fund this program and support investment in rail infrastructure and safety as these investments
support economic growth, increased quality of life, and improved commuter rail service.
Given the importance of railroads to our economy and communities, it is critical that we work to provide as much funding as possible to invest in rail infrastructure. Rail is the dominant mode of transportation for shipments over 750 miles, helping to provide
a cost-effective alternative for intermodal, agriculture, and energy commodities while reducing congestion on our already crowded highways. Additionally, railroads help people get to work with commuter railroads serving their own tracks or sharing lines with
freight railroads to annually serve nearly 500 million riders.
The reliability of these important services is tied to continued reinvestment in the rail network as ties, rolling stock, signals and other essential components require constant repair and replacement in order to support a high level of both safety and efficiency.
Having just made major investments into Positive Train Control (PTC) Technology, we ask that you fully fund the Consolidated Rail Infrastructure and Safety Improvements program added by the FAST Act. In addition, we ask that you include a robust set-aside
for pedestrian safety improvement project at rail stations, a very important issue to all of our communities. This program will provide much needed funding to support ongoing public and private investment in rail and we urge its inclusion in the FY19 THUD
