Dear Colleague,

Please join me in cosponsoring Military Research and Development (Military R&D) Act

As the largest military superpower in the world, the United States needs to maintain our competitive edge when confronting the various threats of the 21st Century. From the danger of nuclear attack to targeted cyberattacks from state-sponsored
or terrorist non-state actors, our technological needs to be well-tuned to deal with these diverse and diffuse threats.

For this reason, I will be introducing the Military R&D Act. This bill requires the Secretary of Defense to provide an annual report to Congress on our military’s research, development, test, and evaluation capabilities. These reports will include
but are not limited to:

  • A comparison of DoD technological capabilities versus those of potential global adversaries
  • Identification of specific areas where DoD is at risk of falling behind the R&D capabilities of both our allies and our rivals
  • The interoperability of our private R&D capabilities with the needs of DoD
  • An explanation on how DoD technological capabilities are affected by budget sequestration and the use of continuing resolutions to maintain government funding

If you are interested in cosponsoring or if you have any questions, please contact Midushi Pandey with Congressman Krishnamoorthi at
