Ensure federal funding is given to programs that show results and expand the base of evidence for innovative activities
The opioid epidemic is taking its toll on communities across the country. As health care providers and policymakers look for guidance on how to best address the epidemic in their communities, we can help ensure they have the tools and evidence necessary
to implement solutions that work.
That is why Congressman Eliot L. Engel and I are introducing the RESULTS Act.
This legislation will ensure that federal grants intended to treat mental health and substance use disorders fund activities that are backed by sound evidence, or that will help build the evidence base for innovative programs.
Specifically, the RESULTS Act:
- Ensures federal funding goes to evidence-based activities: Applicants for HHS funding to prevent or treat mental health and substance use disorders will be required to demonstrate that their treatment or program has been proven to work.
- Helps build the knowledge base needed for emergent therapies and specific populations: To promote the use of innovative treatments and programs that show promise but lack an established body of evidence, the RESULTS Act provides a waiver
mechanism to fund these programs if they will help build the body of knowledge on emergent therapies. The RESULTS Act also highlights the need to establish a wider body of evidence for programs tailored to the needs of specific populations, like Native Americans.
- Promotes transparency: Under the RESULTS Act, materials submitted by a funding applicant must be made publicly available. This transparency will hold HHS accountable for its funding decisions and offer a tool to local providers seeking
guidance on how to best address the opioid crisis.
