Dear Colleague,

Please join us in requesting funding to support an additional LPD-17 Flight II in FY2018. The efforts put forth by Congress to establish a path to a 355-ship Navy necessitates further investment in shipbuilding. LPD Flight II is the affordable, capable,
adaptable and survivable next generation amphibious ship which meets our near constant need for ships of its kind around the world.

As you know, the primary function of Navy amphibious ships is to lift U.S. Marines and their equipment and supplies to distant operating areas, and enable Marines to conduct expeditionary operations ashore in those areas. LPD-17 Flight II, often called “LX(R)s”
are built on the same hull form as the LPD-17 San Antonio-Class and are to replace 12 aging Whidbey Island/Harpers Ferry (LSD-41/49) class amphibious ships, the first of which will reach age 40 in 2025.

As we build toward a 355-ship Navy, the purchase of an addition LPD Flight IIA will allow the Department of the Navy and the Marine Corps to reach and maintain a fleet of 38 amphibious ships more quickly than current plans. Our nation’s amphibious fleet
is deployed worldwide and is extremely busy, with two or three amphibious ready groups (ARGs) forward-deployed at any given time. Faster procurement of LPD-17 Flight IIs will enable the Navy and Marine Corps team to better meet future combatant commander requests
for amphibious presence worldwide.

Dear Chairwoman Granger and Ranking Member Visclosky:

As you work on an appropriations bill for Fiscal Year 2019, we write today in support of increased shipbuilding funding for an additional LPD-17 Flight II. An increase of $878 million to the FY19 President’s budget request would appropriate the balance of
funding for LPD 30/LX(R) 1.
