Dear Colleague:

We invite you to join the below letter encouraging the House Appropriations Subcommittee on Financial Services to include robust funding for the State Trade Expansion Program (STEP),last authorized in the Trade Facilitation and Trade Enforcement Act of 2015.

The STEP program helps our small businesses create jobs here at home by helping these businesses sell more of their products overseas. The program provides critical funding and support both to help small businesses start exporting and to increase the value
of exports for small businesses that are already exporting. The funds provided through this program help small businesses enter into and expand in the international market by facilitating engagement with new foreign customers and participation in training
workshops as well as other activities related  to exporting.

In the first two years of STEP, 3,737 small businesses benefited from participation in this program. Around the country, a majority of states have effectively leveraged these resources for a return on investment of more than $10 for every $1 invested. In Washington
state, the program returns an average in a three year period of $106  to the state’s economy for every $1 spent. We urge you to support this important bipartisan effort to keep small businesses competitive in the global environment.

Dear Chairman Graves and Ranking Member Quigley:

 

We urge the Committee to include robust funding for the State Trade Expansion Program (STEP). Since its inception in 2010, STEP has produced impressive results supporting small businesses.

The program’s benefits are twofold. First, STEP increases the total number of small businesses that export by providing support to help them start selling their products abroad. Second, STEP helps small businesses that have been exporting to increase their
hold on overseas markets. The STEP grant award is available in all 50 states, the District of Columbia, and U.S. Territories. In the first two years of this program, 3,737 small businesses benefited from STEP assistance. Around the country, a majority of states
have effectively leveraged these resources for a return on investment of more than $10 for every $1 invested. The program has helped more than 512 small businesses in Washington state bring in over $500 million in sales in five years of STEP awards, according
to the Washington State Department of Commerce.

The STEP program helps our small businesses create jobs here at home by selling their products overseas. Congress overwhelmingly supported a reauthorization of the STEP program in the Trade Facilitation and Trade Enforcement Act of 2015, and we respectfully
request that you provide robust funding for this program.
