Dear Colleague,

Please join us in requesting that rail infrastructure and safety investments be prioritized in the FY2019 Transportation, Housing and Urban Development, and Related Agencies Appropriations bill with a $2.6 billion appropriation
for Positive Train Control (PTC) compliance.

As you know, the Rail Safety Improvement Act of 2008 was enacted following several high-profile rail accidents, and requires railroads carrying passengers, high-volume freight traffic, or hazardous materials to implement PTC technology
capable of automatically slowing a train travelling at an unsafe speed. Although this requirement is estimated to affect approximately 60,000 miles of track, as of January 2017, just 456 miles of track had fully implemented PTC systems.

Sadly, several recent rail collisions have again highlighted the need for PTC implementation. These tragic accidents underscore the need for continued investment in PTC and rail infrastructure programs to reduce risk and ensure
that safety technologies aboard trains are operating properly.
