Cosponsor Bipartisan Bill to Block Federal Interference in State Cannabis Laws

I write to invite you to cosponsor H.R. 4779, the Restricting Excessive Federal Enforcement and Regulations of Cannabis
(REFER) Act of 2018. This bipartisan bill would prevent the federal agencies from using taxpayer funds to interfere in state and local cannabis laws.
Attorney General Jeff Sessions’ recent decision to rescind the Cole Memo has effectively shifted federal policy to a stance of more aggressive interference in marijuana cases, despite the fact that many states have legalized marijuana. This is a dangerous
threat to the autonomy of states to establish their own rules regarding legal cannabis distribution and usage.
This is why I introduced the bipartisan REFER Act of 2018 to ensure that NO federal funding can be used by ANY agency to intrude in states and municipalities that have updated their laws regarding cannabis use, possession, cultivation and distribution.
The bill prohibits federal prosecutions against individuals involved in cannabis transactions where states and local governments have legalized cannabis. The bill also prevents the federal government from taking any punitive action against a financial institution
that provides financial services to a legal cannabis business.
One in five Americans reside in a state where adult cannabis use has been legalized and over 90% of Americans live in states where some form of cannabis is legal. We cannot allow federal infringement on state and local jurisdictions, particularly when the
constituents of these areas have clearly voted in favor of allowing cannabis usage.
I urge you to cosponsor the REFER Act of 2018 to safeguard the freedom of state and local governments to establish their own cannabis reform policies, and to prevent valuable taxpayer dollars from being wasted on a failed War on Drugs. If you would
