H.R. 4859, the Public Service Loan Forgiveness (PSLF) Inclusion Act. It doesn’t take a scientist to see that the student loan repayment process is confusing. Students choose repayment plans based on uncertain
futures, and are often uninformed about the consequences. PSLF is intended to assist those who forgo potentially lucrative careers to serve the public good. Currently, borrowers who have selected graduated or extended repayment plans are making payments that
do not count towards their 120 qualifying monthly payments PSLF.
To address this problem and assist students in choosing their best repayment plan, I introduced the PSLF Inclusion Act. This legislation would allow students to incorporate graduated and extended payments into their PSLF eligibility as
long as they switch to a PSLF eligible plan, such as income-based or standard repayment, within five years of entering full time employment with a PSLF eligible organization. This would incentivize students to investigate their repayment options and choose
the appropriate plan for them once their career path is clearer.
This bill would support public service and help students become informed borrowers.
