Legislation Would Invest $12 billion in Infrastructure Annually through Competitive, Merit-based Grants
As Congress reconvenes for the 2nd Session of the 115th Congress, I ask that you join me in prioritizing investments in infrastructure by cosponsoring H.R.4739, the Build America Act of 2018. This legislation expands upon two very successful merit-based
infrastructure grant programs without adding a penny to the national debt.
My legislation proposes removing the Capital Investment Grant Program (CIG) and the Transportation Investment Generating Economic Recovery Grant Program (TIGER) from the annual appropriations process, establishing them as mandatory programs with permanent,
These grants have helped local communities prioritize their own projects; however they have been chronically underfunded in the past. For instance, since 2009, Congress has dedicated nearly $5.1 billion for eight rounds of TIGER funding, yet the program
received $10.1 billion in applications in FY2015 alone. That is why I am proposing to secure and increase funding for both of these programs to a combined $12 billion annually, while keeping the existing merit-based design of each program intact.
By increasing these funding levels and removing the programs from the annual appropriations process, we will take the budgetary uncertainty out of the programs.
