Dear Colleague,

We write to urge you to oppose H.R. 4478, the Intelligence Committee’s proposal to “reform” and reauthorize Section 702 of the Foreign Intelligence Surveillance Act.  Section 702 permits the collection of Americans’ electronic communications, including emails
and phone calls, without a warrant, and allows that information to be used against them in court.   H.R. 4478 would codify the worst of these practices.  It fails to achieve the reforms we must have to support reauthorization of this powerful surveillance
authority.

It is time for Republicans and Democrats alike to oppose attacks on our civil liberties and Fourth Amendment rights.  We urge a NO vote on this proposal or any reauthorization that does not include meaningful reforms.
