In light of recent events in New York City and around the world, I would like to bring to your attention important legislation that I introduced that would direct the Secretary of Homeland Security to examine what actions the Department is undertaking to
combat the threat of vehicular terrorism and submit a report to Congress on its findings and recommendations. This follows up the work I did during the consideration of the House’s appropriations package.
Over the past several years, terrorists in Europe and around the world have used vehicles with increased frequency to commit violence. From Paris to Barcelona, and Jerusalem to London, hundreds have been killed and countless seriously injured as a result
of these attacks. We must do everything in our power to make sure that individuals who want to do us harm do not slip through the cracks.
That is why I introduced H.R. 4227, the Vehicular Terrorism Prevention Act. This legislation would require the Secretary of Homeland Security to submit to Congress, no later than six months after the date of its enactment, a report detailing what actions
the Department of Homeland Security (DHS) is undertaking to combat the threat of vehicular terrorism. The report must include an examination of:
1) The current threat level for vehicular terrorism;
2) What DHS is currently doing to guard against vehicular terrorism;
3) How the threat of vehicular terrorism may be mitigated;
4) The extent to which DHS is doing any outreach or training with private sector partners in response to the threat of vehicular terrorism; and,
5) Any actions that Congress can take to help DHS mitigate this threat.
