Please join me in cosponsoring H.R. 1907, the Election Infrastructure and Security Promotion Act of 2017, legislation that increases security measures taken by the Department of Homeland Security (DHS) to protect election systems.

Earlier this year, when former Director of National Intelligence James Clapper, Jr., testified in front of the Senate Armed Services Committee,
he stressed the danger of Russian cyber capabilities and the threat they pose to our infrastructure. One of the networks at risk, according to former Director Clapper, is our digital election infrastructure.

In the 2016 presidential election, twenty-one State voter registration systems were attacked by unknown operatives, according to the DHS. Forty-eight States have since requested assistance from the DHS to examine voting systems and suggest protections from
cyberattacks. These recent events have raised the urgency of addressing election infrastructure and the management of voter registration systems. Join me in working to secure our election systems by becoming a cosponsor of H.R. 1907, the Election Infrastructure
and Security Promotion Act.

The security of election data, completed ballots, storage facilities, and registration systems varies from state to state. This patchwork is often insufficient against modern cyber threats. The Election Infrastructure and Security Promotion Act of 2017 aims
to strengthen the security systems at every point in our electoral process.

If enacted, this bill would require the DHS to designate voting systems as “critical infrastructure.” This designation would require heightened security obligations and reviews from DHS to assess potential threats, including cyber terrorism. In order to
comprehensively address cyber threats, this legislation would also authorize the National Science Foundation (NSF) and the Defense Advanced Research Projects Agency (DARPA) to establish an election technology innovation program to support and promote research
into improving our voting process. These upgrades to our election systems will ensure that individual votes are protected and that no State is compromised. H.R. 1907 would restore faith in our elections by creating new cybersecurity standards and ensuring
that DHS provides sufficient support to the States.
