Dear Colleague,

We invite you to cosponsor H.R. 3497, the Modernization of Medical Records Access for Veterans Act of 2017. This legislation directs the Secretary of the U.S. Department of Veterans Affairs to carry out a pilot program establishing a secure, patient-centered,
portable medical records system, which would allow veterans and their healthcare providers to seamlessly access their comprehensive medical records.

Many veterans — especially those participating in the Choice program — will see multiple doctors both within and outside of the VA health care system in their lifetime. That means requesting paper medical records from the VA, asking community doctors to
fax medical records from one doctor to the next, and so on. In today’s technologically advanced times, we can do better,

as evidenced by these stories
. By giving veterans access to a comprehensive, portable medical record — such as a card with a secure chip embedded — we can improve coordination of care for veterans who are receiving care in multiple locations. This
will help providers make more informed decisions improving the overall quality and safety of care.

Veterans shouldn’t have to jump through hoops just to get their medical records. We hope that you will join our effort to modernize the VA and provide the best services and care possible for our veterans. If you have any questions or would like to be added
as a cosponsor of this bill, please contact Hilary Ranieri at
(Rep. McMorris Rodgers) or Andy Flick at
(Rep. Moulton).
