Please join me as a cosponsor of the H.R. 3621 – The
REAPPLY Act: Rechecking Eligibility of Applicants to the [Lifeline] Program to Prevent Losses Yearly of 2017.  

In the past 20 years, the Universal Service Administrative Company has disbursed $20.2 billion to Lifeline providers. In May, the Government Accountability Office (GAO) issued a report on their audit of the Lifeline Program, and found that that 36 percent
of Lifeline subscribers could not produce documents required to confirm eligibility. GAO has estimated that the Lifeline Program contained $137 million annually of waste, fraud, and abuse. Additionally, GAO found that $1.2 million a year was spent on fictitious
or deceased individuals.

Instead of self-recertification, the REAPPLY Act will require Lifeline enrollees to go through the application process annually to confirm their eligibility. This will dramatically cut down waste, fraud, and abuse of the Lifeline Program, and ensure that
money is used for the intended purpose of the program.
