Dear Colleague,

Please join me in urging Secretary of State Rex Tillerson to address the nullification of citizenship and degradation of civil rights for thousands of Dominicans of Haitian descent.

A Constitutional Court ruling created a crisis of statelessness for Dominicans of Haitian descent. In 2014, the Dominican Republic passed a law it claimed would address this issue but instead has only made matters worse. Dominicans of Haitian Descent are
not being properly registered as citizens and have been issued “transcribed” birth certificates that are now being used to limit participation in civil society.  Our letter to Secretary Tillerson asks the State Department to address this situation in its future
work with the Dominican Republic.
