Cosponsor H.R. 478, The IRGC Terrorist Sanctions Act of 2017

Current Cosponsors: Weber, Cook, Rohrabacher, Duncan, Zeldin, Garrett,
Slaughter

Dear Colleague,

Iran’s Islamic Revolutionary Guard Corps (IRGC) has been funding, planning and executing terrorist attacks against the United States for decades. It is time that the U.S. government officially recognizes the IRGC’s terrorist activity. We urge you to cosponsor
H.R. 478, the IRGC Terrorist Sanctions Act of 2017.

The Treasury Department has repeatedly cited the IRGC’s support for terrorism and destabilizing activity throughout the Middle East and beyond. However, only the IRGC’s Qods Force is currently designated by Treasury for its support for terrorism, while the
broader IRGC is designated only for its role in proliferation and human rights abuses. In multiple designations, Treasury has highlighted the IRGC’s involvement terrorist activities and even detailed the IRGC’s facilitation of al-Qaeda’s Iran-based network.
The IRGC has been linked to terrorist attacks against Americans, including the 1983 bombing of the U.S. embassy in Beirut and the 1996 Khobar Towers bombing in Saudi Arabia. The IRGC is the parent organization of the Qods Force: it is directly responsible
for its terrorist activities.

H.R. 478, the IRGC Terrorist Sanctions Act of 2017, requires the President to designate the IRGC for its terrorist activity pursuant to Executive Order 13224 and levy the relevant statutory sanctions against it. In the run-up to the Joint Comprehensive Plan
of Action (JCPOA), the Obama Administration stressed that the United States would continue to push back against Iran’s litany of malign activity in the Middle East and beyond. Now is the time to do just that and sanction the IRGC for decades of anti-American
terrorism. If you would like to cosponsor H.R. 478 or have any questions, please contact Oren Adaki in Rep. Ted Poe’s office at
Oren.Adaki@mail.house.gov or Guido Weiss in Rep. Brad Sherman’s office at
Guido.Weiss@mail.house.gov.

Sincerely,
