Dear Colleague:

We write to notify you that the Committee on House Administration has approved an update to the Members’ Congressional Handbook that provides clarity and additional guidance for updating security equipment and measures.

Please find the updated Handbook, which includes the revised sections on Security, Contractors, Town Hall Meetings, and Educational Expenses on our website at:
https://cha.house.gov/handbooks/members-congressional-handbook. Further guidance provided by the Committee will be delivered to each Member Office.

These changes are designed to help:

  • Respond to heightened security concerns and any potential threats to Members of Congress
  • Clarify the permissible use of the Members’ Representational Allowance (MRA) to address the security of the Member, the congressional office, and official activities.
