Dear Colleague,

Our nation’s foster children are among our most vulnerable. Nearly 80 percent of the 400,000 youth in the child welfare system have diagnosable mental disorders, and 40,000 children served by private foster care agencies struggle with the most serious mental
and emotional disturbances, including Post Traumatic Stress Disorder (PTSD), oppositional defiance disorder, and major clinical depression. Foster children struggling with mental disorders often experience multiple out-of-home placements and typically receive
care in high cost residential treatment centers. Further, these children are often given psychotropic medications instead of receiving clinical therapy.

Therapeutic Foster Care (TFC) is a common-sense alternative to costly and restrictive mental health institutions for struggling foster children and families. Under this model, foster parents receive specialized training to meet the needs of children with
major mental health challenges through family-based interventions. Under TFC, children receive intensive in-home services while ensuring that they remain in a supportive community.

Accordingly, I invite you to cosponsor the Family-Based Care Services Act of 2017 (HR 2290) which clarifies Medicaid policy and financing issues that disproportionately impact foster children with special
behavioral health needs and/or medical disabilities
. In short, the bill ensures that these essential interventions remain available to the families that need them. This simple clarification of existing intensive services currently provided
in all states will promote accountability, identify state optional financing options for TFC, and drive personnel training and qualification standards.
