Small businesses face enormous hurdles and daunting competition from larger, better-positioned companies when trying to secure contracts with the federal government. The
Assuring Contracting Equity (ACE) Act expands opportunities for small businesses to successfully compete for federal contracts at no additional cost to the taxpayer, and makes the reporting requirements for those awards more
The ACE Act raises the Small Business Administration’s (SBA) government-wide small business contracting goals from 23 to 25 percent. It increases the goals for
businesses owned by women and economically disadvantaged individuals
from 5 to 10 percent, as well as from 3 to 6 percent for service-disabled
veteran-owned small businesses and HUBZone businesses.
The bill prohibits reporting practices that artificially inflate the appearance of contracting with minority-owned businesses. It also requires the SBA to disclose the percentage of contracts that are awarded to small businesses from all federal contracting
dollars and considers past subcontracting compliance in award decisions in order to prioritize large contractors that maximize subcontracts to small businesses.
This legislation promotes economic development for many of the small businesses and communities that were hit the hardest by our country’s recession and are still struggling to recover. The Assuring Contracting Equity Act would redirect up to an
additional $10 billion every year to the nation’s smallest companies, giving entrepreneurs the potential to expand their businesses, create new jobs, and grow our economy.
