Spectrum Operations and the Third Offset Strategy
As co-chairs of the Electronic Warfare Working Group, we write to invite you to a briefing series which will familiarize policymakers and staff with key issues relating to electromagnetic spectrum (EMS) operations under the DoD Third Offset Strategy.
The Third Offset Strategy is a DoD initiative to maintain and expand military superiority over competitors through development of new technologies and new operational concepts. This briefing series is an opportunity to explore separate but interrelated
concepts central to the Third Offset Strategy, including EMS operations, directed energy, and electronic warfare. Participants will gain perspectives from industry and think tanks on key issues which Congress will likely address in the months ahead. Please
