Dear Colleague:

We write to ask for your support of H.R. 1406, the Dog and Cat Meat Trade Prohibition Act of 2017. This bipartisan bill will provide protection to dogs and cats in the 44 states that currently have no law prohibiting the shipping, transporting,
moving, delivering, receiving, possessing, purchasing, selling, or donating of dogs or cats to be slaughtered for human consumption.

As you may know, the Federal Meat Inspection Act does not regulate dog and cat meat. Some states, such as California and New York, prohibit the slaughter or consumption of dog and cat meat. While several other states have various levels of regulation,
the majority of states are silent on the issue. H.R. 1406 creates a consistent regime across the United States.

Dogs and cats play a vital role in the collective experience of Americans and deserve protection and compassion. In the United States, dogs and cats are owned for companionship, recreation, show, and sport, not for human consumption. Sixty-two percent of
American households have a pet.

While the slaughter of dogs and cats for consumption is not commonplace in the United States, it is not explicitly prohibited in federal law.  H.R. 1406 is a simple, targeted bill that amends the
Animal Welfare Act to prohibit the slaughter and trade of dogs and cats for human consumption, and provide penalties to ensure that individuals involved in the dog or cat meat trade are held accountable.
