Highlighting Value-Based Insurance Design: An Innovative Approach to Improve

Health Savings Accounts, Medicare Advantage, and TRICARE

Dear Colleague,

A top priority for the 115th Congress is to craft legislation to lower health care expenditures and ensure access to high-quality care for all Americans.  The inclusion of value – the clinical benefit achieved for the expenditures made – is crucial to these
deliberations.  Understanding how commercial health insurers, Medicare, and TRICARE could spend dollars more efficiently, while improving health outcomes, is critical to the ongoing discussions.

Please join us for a bipartisan briefing on Value-Based Insurance Design (V-BID), an incremental solution designed to lower medical expenditures and improve health and economic
well-being of our constituents, including Medicare Beneficiaries and those serving in our Armed Forces.  Presentations will be given by A. Mark Fendrick, MD, Director of the University of Michigan Center for Value-Based Insurance Design, and Michael Chernew,
PhD, Director of the Healthcare Markets and Regulation (HMR) Lab at Harvard Medical School.  V-BID programs encourage the use of high-value clinical services while eliminating wasteful spending.  The role of
V-BID in Health Savings Account-qualified High Deductible Health Plans (HSA-HDHPs), Medicare Advantage, and TRICARE will be addressed.
