Dear Colleague:

In late November Iran tested a second medium-range ballistic missile. The November launch was the second such test in as many months. These missile tests are clear violations of two UN Resolutions as well as the JCPOA. Please join me in sending a letter to President Obama urging a delay of further implementation of the JCPOA until these launches are properly investigated and Iran is held accountable for its actions.

Dear Mr. President:

On November 21, 2015 Iran reportedly carried out a test of a new medium range ballistic missile, known as a Ghadr-110, capable of delivering a nuclear warhead. This launch comes on the heels of Iran’s October 10, 2015 test of a similarly capable ballistic missile. These launches are in clear violation of U.N. Security Council Resolution 1929 that was adopted on June 9, 2010 which banned such launches; and the U.N. passed resolution 2231 which compels Iran to refrain from any work on ballistic missiles for 8 years.

This marks the second time Iran has illegally tested a ballistic missile since the nuclear agreement with Iran was signed.  In light of Iran’s activity, we the undersigned urge you to delay further implementation of the Joint Comprehensive Plan of Action (JCPOA) until the United Nations investigates Iran’s two recent ballistic missile tests. Iran’s behavior is not only in direct contravention of two United Nations’ resolutions but also Measure #28 of the JCPOA which clearly states that Iran and the E3/EU+3 will commit to implementing the JCPOA in “good faith and in a constructive atmosphere, based on mutual respect, and to refrain from any action inconsistent with the letter, spirit and intent of this JCPOA that would undermine its successful implementation.” Iran’s missile launches on October 10th and November 21st are clear indications that they have no intention to abide by the JCPOA.

At the very least, further sanctions relief should be postponed until the U.N. undertakes a rigorous investigation of the launches and takes appropriate actions. Iran must be held accountable for their behavior and they must not be rewarded.
