Dear Colleague,

This week, I introduced H.R.3776, the End Government Shutdowns Act. The legislation will bring certainty and security to the federal spending process by eliminating the threat of government shutdowns.

For the last 18 budget cycles, since 1997, Congress has failed to pass spending bills through regular order by the October 1 deadline. This has resulted in several federal government shutdowns, hasty budget agreements, economic uncertainty, and disruption in services for many hardworking taxpayers and our troops.

The End Government Shutdowns Act will stop this broken cycle by providing an automatic Continuing Resolution (CR) for any of the twelve appropriations bills not completed by October 1. Once 120 days have elapsed, the automatic CR will be trimmed by 1 percentage point. Each 90 day period thereafter, the CR will receive an additional 1 percent cut. These cuts will maintain accountability in the federal funding process without shutting down the government.

H.R.3776 is especially important with the upcoming December 11, 2015, expiration of the current CR. The bill will ensure that our government does not shut down on that date.

The End Government Shutdowns Act does not play favorites among liberal or conservative spending priorities. Instead it is designed to be equitable, so that both sides of the aisle have an incentive to come together and solve America’s spending challenges.

Senator Rob Portman (R-OH) has already introduced corresponding legislation in the United States Senate. Senator Portman also introduced the legislation in the 112th and 113th Congresses.
