Dear Colleague:
We urge you to oppose the Van Hollen and Mulvaney amendments to the Fiscal Year 16 Military Construction and Veterans Affairs Appropriations Act which would gut $532 million in funding for overseas military infrastructure critical to our national security strategy.
The military construction projects funded in this bill will directly impact our warfighters’ ability to operate in Europe, the Middle East, Africa, and the Pacific. These are long-term investments that will bolster our efforts to help ensure regional stability and global security. Coincidently, these are parts of the world where we face our greatest risks. For example:
The Russian Federation seeks to destabilize much of Europe in a desperate attempt to reignite the fallen Soviet Empire;
Terrorist groups like the Islamic State of Iraq and the Levant (ISIS) continue to sweep across much of the Middle East and Africa; and
An emerging China continues to develop its military strength in order to counter the United States and its allies in the region.
With global threats reaching its highest levels in recent years, now is not the time to abandon our allies. The United States must continue working with our strategic partners to counter threats and enhance security.
As Members of Congress, our principal duty is to provide for the common defense of the nation. At this moment in time, it is undeniable that we face some of the greatest risks and most complex security challenges in recent history. We urge you to oppose the Van Hollen and Mulvaney amendments.
