Dear Colleague:

I urge you to oppose a potential Flores Amendment to HR 4923, FY15 Energy and Water appropriations bill, or any other attempt to undermine the National Ocean Policy (NOP).

This amendment would prevent state- and regional-level coordination of ocean resource use that benefits multiple stakeholders by prohibiting spending to implement the NOP, an Executive Order based on the recommendations of President George W. Bush’s U.S. Commission on Ocean Policy.

The NOP simply provides an impartial tool to coordinate ocean uses – from fishing to energy development to conservation – to find fair solutions that work for all stakeholders.  State government agencies and local stakeholders across the country recognize that holistic, regional-level planning is the most effective way to resolve conflict and maximize what we get out of the ocean while minimizing the threats to the ocean’s health.

A central goal of the NOP is to protect the 2.8 million ocean related jobs and $282 billion ocean economy in the U.S.  Ocean related industries such as shipping, marine construction, energy development, defense operations, commercial fishing, boating, aquaculture, and tourism matter to all Americans. With so many livelihoods and the American way of life depending on the success of these numerous and disparate ocean industries, coordination amongst them is imperative.  It simply doesn’t make sense to manage these uses and our finite ocean resources in a disconnected way.
