Bill: H.R. 575
Date: 6/30/2014

Cosponsors: Boustany, Bishop (UT)

Dear Colleague:

The right to keep and bear arms is a fundamental right granted to Americans, but President Obama has pledged support for a treaty that would undermine that right.  This is why I am asking to join me as a co-sponsor of H.R. 575, the “Second Amendment Protection Act of 2013,” to stand up for constitutionally protected rights.

The Obama administration’s hasty support for the United Nations Arms Trade Treaty fails to take into account our Constitution. This treaty does not expressly grant a right to keep and bear arms. Furthermore, the inclusion of a “responsibility” to prevent firearms “diversion” in the treaty encourages legislation that would undermine the Second Amendment.

On June 17, 2013, the House passed the National Defense Authorization Act with an amendment that would prohibit funding to implement the United Nations Arms Trade Treaty. Instead of having to insert such amendments to bills, we should proactively require that recognition of constitutional rights be at the forefront of considerations regarding treaty signings. H.R. 575 would prohibit funding to the U.N. unless the President can certify that a U.N. treaty does not infringe on individual rights protected by the Constitution.

Congressmen Bishop and Boustany have already signed on as co-sponsors. Your co-sponsorship would ensure protection of the Constitution.

If you have a question about this legislation, or would like to co-sponsor it, please contact Donny Ferguson in my office at

Warmest regards,

Steve Stockman
