Dear Colleague,
I am asking for your support of my amendment to H.R. 2804, All Economic Regulations Are Transparent Act of 2014, which will be considered later today.
H.R. 2804 includes very important changes to the kinds of analysis that federal agencies must complete when crafting new rules or regulations.  My amendment would add one additional requirement to those analyses.  If enacted, federal agencies would also
have to consider any impairment that small businesses would face when accessing credit as a result of new regulations.
Small businesses rely on access to a wide range of credit instruments, and regulations created by federal agencies could easily impair – or even ban – some of these options, making it that much harder to borrow, hire employees, and expand.
Regulations and frozen credit availability are standing in the way of job creation due to regulations promulgated without any thought or concern about the potential cost to individuals and small businesses. Regulations come at a cost. My amendment would
ensure that this cost is analyzed and made available to the American public.
As President Obama said in his 2012 State of the Union Address, “Most new jobs are created in start-ups and small businesses.  So let’s pass an agenda that helps them succeed.  Tear down regulations that prevent aspiring entrepreneurs from getting the financing
to grow.”
