We invite you to join us in sponsoring the bipartisan Domestic Partnership Benefits and Obligations Act, H.R. 313 which, with its companion  bill S. 1529 introduced by Senators Tammy Baldwin (D-WI) and Susan Collins (R-ME) would ensure that LGBT
federal employees have access to the same basic rights and benefits enjoyed by all of our nation’s dedicated civil servants. Our bipartisan legislation would make sure Supreme Court’s ruling in United States v. Windsor striking down Section 3 of the
Defense of Marriage Act of 1996 as unconstitutional, becomes a reality for LGBT federal employees across the country.
The bipartisan Domestic Partnership Benefits and Obligations Act, H.R. 3135, would require the United States Office of Personnel Management (OPM) to effectively eliminate discriminatory practices in federal employment and to institute equal rights
and benefits for equal work. This legislation enforces the constitutional protections that require civilian LGBT federal employees be treated fairly under the law and empowers federal agencies to compete for the best and the brightest against the private sector
as well as state and local governments. Our bipartisan bill enables federal employees to live in, or move to states that do not recognize same-sex marriages as necessitated by their jobs.
According to OPM, almost 60 percent of Fortune 500 companies and 18 state governments along with the District of Columbia already offer same-sex domestic partner benefits. It is time for the federal government to follow the lead of the private sector and
the states, to guarantee constitutional rights, and to enhance efforts to effectively recruit and retain talented employees to serve our nation.
